The cartoon shows Newt Gingrich talking the a guy from the airport saying the he wants a trick to the White House, basically meaning the he wants to become president. The person responds the say his extra baggage, referring to all the issues Gingrich had in the past, will cost him. All of Gingrich's past problems from his divorces to the 1995 Shutdown will make his goal to becoming president difficult, hence its go to "cost" him. 

From the the cartoon is portraying, it seems like Newt Gingrich will never become president. All the problems write on his luggage have been brought up in many incidents through out his campaign. This cartoon is right on because Gingrich's past is definitely haunting him.
